NCSA/PEP Program

The OAB's Non-Commercial Sustaining Announcement (NCSA) program, also known as the Public Education Partnership (PEP) program, provides a mechanism for non-profits and government agencies with limited budgets to distribute a message of statewide importance to radio and television stations across the state.
Qualifying organizations pay a fee to the OAB to distribute their messages to Ohio stations. Participating stations are asked to air the spots during the campaign and provide the OAB with an affidavit for airtime. Although stations do not receive direct compensation for airing these NCSA/PEP spots, the OAB invests the fees from the program in member services such as our legal hotlines, bulletins, and training seminars.
